Tor and I2P relay operators who accept giving real ID in exchange for encrypted KVM servers in the US or Luxembourg

BuyVM requires ID from every customer. It fits people who are comfortable being identified to their provider but still want an operator that tolerates privacy infrastructure. Its terms require current and accurate identification and contact details at registration, so anonymous accounts are not an option. Since January 2025 the provider has been owned by Cloudzy AI, which matters for anyone relying on its older reputation.
BuyVM's signup rules go beyond a simple ID check. Registration and ordering must come from the client's residential ISP, which appears to rule out signing up through a VPN, Tor or a datacenter connection. P.O. boxes and mail-forwarding addresses are refused. Account details must also match the payment method, although a phone number is not required. Cryptocurrency is accepted alongside PayPal, cards and Alipay. With name matching and mandatory ID in place, though, paying in crypto does little to separate the account from a real identity.
BuyVM sells VPS and storage plans in four US locations (Las Vegas, Piscataway, New York and Miami) plus Roost in Luxembourg, its only European site. Servers are managed through the in-house Stallion panel, where IPv6 addresses can be assigned. KVM Slice plans include unmetered bandwidth, accept custom ISOs and BSD distributions, and support full disk encryption, which helps keep data at rest unreadable. DDoS protection is not bundled. Protected IPs are sold as a paid add-on per address. Orders placed outside business hours can take up to 24 hours to provision.
BuyVM explicitly allows Tor and I2P exit, relay and bridge nodes, a permission many hosts withhold. Content is judged by the law of the country where the server sits. Staff say they will not access a service without first asking through the support system, and cancelling a service destroys its data and backups. Personal information is released to law enforcement under a court order. Because ID is mandatory, there is real identity data to release. Refunds are narrow: PayPal payments can be refunded within three days of the initial order, and crypto payments cannot be refunded at all.
BuyVM makes most sense for relay operators and self-hosters who want encrypted KVM servers with permissive Tor rules and are content to have their name on file. Anyone who needs a server that cannot be traced to them should skip it. The residential-ISP and payment-matching rules exist to prevent exactly that. The site does not state the provider's jurisdiction or logging policy, which leaves open questions after the change of ownership.
